How to Apply for a Building Licence in Port Moresby

1. Download the Required Forms

  • Building Application Form: Obtain the official application form. Click here

  • Building Application Checklists: Depending on your project type (e.g., major, minor, fencing, interior fit-out), download the relevant checklist. Click here

 

2. Prepare Supporting Documents

Ensure you have the following documents ready:

  • Land Ownership Documents: Land title or lease agreement.

  • Architectural and Engineering Plans: At least two complete sets, stamped and signed by:

    • NCD Physical Planning Board

    • NCD Fire Authority

    • Eda Ranu (water and sewerage)

    • NCDC Health Authority

    • NCDC Development Engineer

    • PNG Power (for electrical approvals)

  • Detailed Site Plan: Scale of 1:500, showing site services and connection points.

  • Floor Plans, Elevations, and Sections: Properly dimensioned to scales not less than 1:100.

  • Construction Details: Scaled not less than 1:20.

  • Structural Certification: Certificate of structural adequacy, stamped and signed.

  • Mechanical, Electrical, and Hydraulic Drawings: If applicable, stamped and signed by certified engineers.

  • Material Specifications: Description of materials to be used.

  • Occupancy Statement: Nature of occupancy for each portion of the building.

  • Estimated Construction Cost: Total estimated cost of the project.

  • Professional Details: Names and contact information of the architect, structural engineer, services engineer, and builder

 

3. Calculate and Pay Applicable Fees

  • Fee Calculation: Fees are based on the estimated cost of construction. Use the fee calculation form provided by NCDC. Click here

  • Payment: Pay the calculated fees at the NCDC cashier and obtain official receipts.

 

4. Submit Your Application

  • In-Person Submission: Visit the NCDC Regulatory Services Department at Waigani Drive, opposite Vision City.

  • Submission Days: Applications are accepted on Mondays, Tuesdays, and Wednesdays.

  • Online Submission: Alternatively, you can apply online through the NCDC Online Services portal

 

5. Application Review Process

  • Assessment: The Building Authority will review your application for compliance with the Building Act Chapter 301 

  • Additional Information: You may be requested to provide further details or make necessary corrections.

  • Approval: Upon satisfactory review, the Building Board will grant approval.

 

6. Permit Issuance

Building Permit: Once approved, you will receive your building permit, allowing you to commence construction.
