Port Moresby Town Local Development Plan
 
The draft Port Moresby Town Local Development Plan covers the areas of Port Moresby town centre, the port area, Konedobu, Paga Hill, Ela Makana Hill, Touaguba Hill, Newtown, Ela Beach, Kaevaga and parts of Badili and Koki in the National Capital District. It has been prepared in accordance with the Physical Planning Act and, when approved, will replace the original Downtown Plan, which was prepared in 1984. This means that the old Plan’s policies and proposals are out of date. A new Plan is urgently required to guide the future physical development of this part of the National Capital District
 
Settlement Strategy: 2006 - 2010
 
An analysis of the 2000 Census Unit figures shows that out of the total population of the NCD, which was 254,158, there were a total of 93,487 persons living in formal, informal and squatter settlements, which is 37% of the total population of NCD. With the continued growth of settlements between 2000 and 2005 there is little doubt that the proportion of people living in settlements in the NCD today is at least 40% of the total population.
