| Motu Koitabu Council consists of 10 members elected by the Motu Koitabu people of the NCD; the Council will appoint one of their members Chairman and another as Deputy Chairman .
The Council is responsible within the Motu Koitabu areas for the provision and maintenance of basic services, community activities, education and health as the Minister directs. The majority portion of the Council's operations are subsidized by the National Capital District Commission at around K3 million per annum.

Matagu Kidu is the acting Manager of Motu Koitabu Council.
Matagu holds a Bachelor Degree in Economics from the UPNG. He also holds a Diploma in Accounting from the Institute of Bankers. He is also an associate member of the Institute of Bankers.
Prior to his employment with the Council, he has extensive experience from the banking and financial sector which includes:

Assistant Manager, Corporate Banking - Westpac

General Manager - PNGBC Savings & Loan Society

Executive Manager, Investments - PNG Defense Force Retirement Benefit Fund.

Senior Manager, Prices & Regulatory - ICCC.
