Port Moresby Town Local Development Plan

The draft Port Moresby Town Local Development Plan covers the areas of Port Moresby town centre, the port area, Konedobu, Paga Hill, Ela Makana Hill, Touaguba Hill, Newtown, Ela Beach, Kaevaga and parts of Badili and Koki in the National Capital District.   It has been prepared in accordance with the Physical Planning Act and, when approved, will replace the original Downtown Plan, which was prepared in 1984.  This means that the old Plan’s policies and proposals are out of date.  A new Plan is urgently required to guide the future physical development of this part of the National Capital District 

The new draft Plan was prepared by SMEC PNG Ltd on behalf of the National Capital District Commission.  It incorporates wide-ranging proposals for land use, building controls, road and traffic planning, the environment, public facilities, open space and management of social/cultural issues.  It also provides guidance for its implementation over a period of 15 years.

The entire development plan is available for perusal at the Strategic Planning Section in Lagatoi Haus (next to Lamana Hotel).  It comprises:

  • executive Summary
  • Volume 1: Analysis, Plan & Implementation
  • Volume 2: Background Information
  • The National Capital District Physical Planning Board recently approved the new Plan in principle.  There is now a statutory consultation process to be followed so that the views and comments of various agencies and the general public can be made known and taken into consideration.  This process will take a minimum of three months.
